Purpose of the Role
To lead strategic education planning and capacity-building initiatives across IPED’s regional programs, ensuring alignment with Pan-African education development goals. The incumbent will provide technical leadership in institutional planning, policy formulation, and partner training to strengthen national education systems.
Key Responsibilities
- Lead the development and implementation of education sector plans and reform strategies in collaboration with national ministries and regional partners
- Design and deliver capacity-building programs for government officials, educators, and institutional partners
- Support the formulation and monitoring of Key Performance Indicators (KPIs) for education programs
- Provide technical guidance on education policy, planning tools, and data systems
- Facilitate workshops, training sessions, and peer learning exchanges across member states
- Coordinate with IPED’s M&E and statistics teams to ensure evidence-based planning
- Contribute to donor reporting, strategic reviews, and policy briefs
- Represent IPED in regional forums and technical working groups
Required Qualifications
- Advanced university degree (Master’s or equivalent) in Education Planning, Public Policy, Development Studies, or related field
- Minimum 8 years of progressively responsible experience in education planning, policy development, or capacity building, preferably in Africa
- Proven experience working with ministries of education, regional bodies, or international organizations
- Strong facilitation, training, and stakeholder engagement skills
- Excellent analytical and writing abilities
- Fluency in French/ English required; knowledge of additional African Union languages is an asset
