Purpose of the Role

To lead strategic education planning and capacity-building initiatives across IPED’s regional programs, ensuring alignment with Pan-African education development goals. The incumbent will provide technical leadership in institutional planning, policy formulation, and partner training to strengthen national education systems.


Key Responsibilities

  • Lead the development and implementation of education sector plans and reform strategies in collaboration with national ministries and regional partners
  • Design and deliver capacity-building programs for government officials, educators, and institutional partners
  • Support the formulation and monitoring of Key Performance Indicators (KPIs) for education programs
  • Provide technical guidance on education policy, planning tools, and data systems
  • Facilitate workshops, training sessions, and peer learning exchanges across member states
  • Coordinate with IPED’s M&E and statistics teams to ensure evidence-based planning
  • Contribute to donor reporting, strategic reviews, and policy briefs
  • Represent IPED in regional forums and technical working groups

Required Qualifications

  • Advanced university degree (Master’s or equivalent) in Education Planning, Public Policy, Development Studies, or related field
  • Minimum 8 years of progressively responsible experience in education planning, policy development, or capacity building, preferably in Africa
  • Proven experience working with ministries of education, regional bodies, or international organizations
  • Strong facilitation, training, and stakeholder engagement skills
  • Excellent analytical and writing abilities
  • Fluency in French/ English required; knowledge of additional African Union languages is an asset
