Study on the State of EMIS Policy Development and Implementation in KIX Africa 19 Countries
This comparative research study provides a comprehensive analysis of Education Management Information System (EMIS) policy development and implementation across the 19 countries of the GPE KIX Africa 19 Hub. Using desk reviews, stakeholder consultations, and regional benchmarking against AU Norms and SDG4 frameworks, the study assesses the existence, quality, and effectiveness of EMIS policies and practices.
It identifies common gaps in governance, financing, capacity, data quality, and data use, while highlighting promising practices and cross-country patterns. The report concludes with evidence-based recommendations for national governments, regional bodies, and development partners to strengthen EMIS systems as a foundation for improved education planning and outcomes.
